Clearance: Positions require a Top Secret security clearance, based on current background investigation (SBI), as well as the favorable completion of polygraph. Clearance and polygraph processing will be completed by the U.S. Government.

The Subcontract Administrator is responsible for activities that span the entire procurement cycle, to lead full life cycle (“cradle-to-grave”) subcontract administration and purchasing activities including but not limited to: negotiation of non-disclosure agreements (NDAs) and teaming agreements, preparation of solicitation packages to subcontractors and vendors for Prime Proposal and existing Program related activities. Evaluation of subcontractor/vendor proposals, completion of price or cost analysis, issue resolution, negotiation and finalization of subcontract documents and modifications including reviewing all FAR/DFARS/Agency/contract provisions, statements of work, terms and conditions, coordinating/reviewing required vendor forms and certifications, and completion of the entire subcontract/procurement file. Coordinates subcontract funding and period of performance with Project Control, Accounting, Contracts and the Program Manager. Primary liaison/point of contact for all communication with subcontract companies regarding contractual/funding matters. Also ensures compliance with contract specifications and deliverables during the life of the contract, and performs closeout activities. Performs additional duties and responsibilities as assigned.
Must be able to work through subcontract issues of varying degrees of complexity and work issues to resolution. Must be able to work independently, establish priorities, meet deadlines with minimal supervision, be organized, detail oriented and able to prioritize multiple projects in a fast-paced environment.
Working knowledge of different subcontract types including FFP, T&M, Cost Plus and hybrids highly desired.
Experience working in a CPSR environment is preferred.
A minimum of 5 years subcontracts/procurement experience.
Must be a US Citizen and possess a TS/SCI level clearance.
